Stunt Director Craig R. Baxley made his directorial debut with the film Action Jackson (1988), and was produced by Joel Silver who also produced this film. Three of the actors from this film appeared in that film; Carl Weathers as the title character, Bill Duke as Captain Armbruster, and Sonny Landham as Mr. Quick.

The fifth of six movies made by real-life couple Clint Eastwood and Sondra Locke.

The production company at first wanted to use the Wyoming Highway Patrol car and their uniforms for the movie scene when the motorcycle gang first arrives in Wyoming, but the state refused. The Teton County Sheriff's office was quick to happily offer their car and uniforms for the actors for the shot. The scenes featuring the Jackson Police Department at the barn is also the department actual car on loan, as well as the uniforms. The cops are actors however.

As the fight begins, Clint is thrown into a restaurant in Jackson where he breaks his hand. This restaurant was Anthony's Italian, which was closed in bank foreclosure and back taxes. It was later re-opened with all of the set dressing and props left in place by the production company. It became a local attraction for awhile.

While the Jackson Airport was used for some exterior establishing shots, most of the scenes of the jet exiting the airport and people leaving the airport running down the tarmac to the highway was shot in California.
