The family takes refuge on Saint Helena island, South Carolina, which is in proximity of the resort community of Hilton Head island. It was, as described by Benjamin, an island occupied by slaves (some freed, but not the majority) and other groups that came to be known collectively as the Gullah. Having strong African roots, it developed its own language, which is a form of Creole. It was originally given the name Saint Elena by the Spanish in the 16th century and was the capital of the Spanish territory of Florida. It later was taken by the French and then the British.Resembling the low, rice-growing lands of west Africa, it saw the arrival of many slaves that were brought there after being captured in what is now Sierra Leone. It is surrounded by marshland particularly around the southern end and, with several virtually interlocking islands being to the east, it only has exposure to the Atlantic at the north and south ends. The location depicted in the film, while being geographically inaccurate, is near the southern end of the island on the eastern shore.Benjamin describes it as being, "right under the British noses." It did not provide much of a strategic benefit and would not have a British presence. Even so, the family would not have been difficult to find, which makes the use of it more of a narrative convenience than a practicality.

Sean Astin was considered for the role of Jim, but he turned it down as he wasn't comfortable playing a villain. Christian Slater, Kiefer Sutherland, Keith Coogan and River Phoenix were also considered for the role.

The houses used in the film were a real community in Florida, completely unchanged, except for their garish exterior paint.

"When I first started drawing the characters, they were more sharp instruments, and the emotional thrust of it was a character who couldn't touch, a character who had emotions, who wanted to feel things, but, because of the sharpness of his fingers, couldn't actually touch somebody." Tim Burton goes on to note they weren't scissors in the initial drawings, just sharp items. He mentioned using things from your own environment for how he came up with scissors.

The little blond boy on the Slip 'N Slide, at the beginning of the film, is Nick Carter of The Backstreet Boys. Though uncredited in the film, Carter himself has confirmed this in several interviews.

Dustin Hoffman was considered for the role of Bill Boggs. But he was unavailable because he was busy shooting Dick Tracy (1990). Harvey Keitel, Harry Dean Stanton, Tom Skerritt, John Saxon, and Roy Scheider were also considered for the role.

Caroline Thompson based Edward on her border collie mix she had when she was in college. "When I was 18, I took this dog to college with me, and she had a presence and a character. I swear to God if she had a larynx, she would've talked. I mean, she was that involved in my success. She was everywhere I was, sitting next to me and enjoying everything I was enjoying, but not able to quite do it because she was a dog. And that's how Edward is. He's just sort of like, 'Uhhh, OK I want to be here, but how?'"
